The Rail Directorate is responsible for:
- Managing the ScotRail franchise contract
- Funding Network Rail's delivery responsibilities in Scotland
- Managing programme of Rail Projects, including infrastructure, rolling stock and timetable changes
- Advising Ministers on the investment priorities for the rail network, developing investment strategies for the future
- Leading policy development for our rail systems
- Leading engagement on reserved powers and regulatory affairs and engaging with the UK rail industry supporting integration of rail activities into Scottish Ministers transport sustainability strategies
- Liaising with the Office of Rail Regulation in specifying and funding the outputs expected from Network Rail
There is also a distinct Commercial Unit, led by Bill Reeve, which is responsible for commercial negotiations and procurements including the next ScotRail Franchise and new rolling stock.
