Be honest and realistic with staff and Ministers, providing clear direction and focusing on strategic outcomes Communicate & agree measurable objectives with teams and staff, aligned with the Scottish Government's priorities Be aware of the wider political and sectoral environment Base decisions and actions on evidence drawn from a diverse range of research and advice Ensure that agreed objectives are delivered on time and within budget and delegated authority 
Works across boundaries, sharing information and matching resources to priorities Be approachable, listening to and giving feedback on performance Make cross-cutting connections between issues and departments  Understand the validity and limitations of different sources of evidence Work confidently and accurately with financial data in decision making

Communicates at all levels and with diverse groups, and able to present complex information clearly Manage change and continuous improvement, dealing with resistance and conflict in a constructive way Use communication strategies to present ideas in a clear and positive way  Use evidence to evaluate policies, projects and programmes Understand the wider public expenditure and financial decision making environment
Deals with conflict constructively and is able to take tough and unpopular decisions when appropriate Engage and use HR experts to support learning & development and tackle poor performance Understand the needs of stakeholders, maintain trust and credibility, and manage conflict for the benefit of all Understand and use basic economic and statistical theories to interpret data appropriately  Sets targets to improve the value achieved from resources
Promotes change and innovation, supporting staff dealing with uncertainty Be self aware, understanding personal impact on others Seek feedback on the impact of your plans and decisions  Engage with relevant specialists to supply and evaluate all evidence  Know when to involve and provide information to finance professionals 
Sets an example in the commitment to, and promotion of, equality and diversity  Actively manage your own learning and development Use PM tools and techniques, work with PPM experts and use Peer and OGC Gateway Reviews   Engage with procurement/commercial experts in acquisition projects
