Focus on strategic outcomes, taking responsibility for delivering tangible public value Understand strategic vision of the Scottish Government and its priorities, and influence the strategic agenda Communicate agreed and measurable objectives, developing the team capability in line with the business plan and vision Use communication and marketing to put the citizen at the heart of policy development and operations Take responsibility for the definition and delivery of programme benefits through cost effective measurement processes  Predict and secure appropriate evidence as a basis for decisions, including testing for deliverability and evaluation  Influences the organisation's business model and is adept at communicating it to internal and external audiences
