The Minister for Housing and Transport, Keith Brown MSP, announced on 29 September 2011 that the Borders Railway is to be delivered by Network Rail in a new rail partnership aimed at achieving best value for money.
The Minister for Transport, Infrastructure and Climate Change previously announced in March 2008 that the project is estimated to cost £235 million - £295 million at 2012 prices.
Transport Scotland is the primary funder of the project. In addition, there will be a capped contribution from the City of Edinburgh, Midlothian and Scottish Borders Councils.
