Project Partners

The Borders Railway project will be delivered by Transport Scotland in partnership with local authorities and the rail industry.

Transport Scotland is the national transport agency for Scotland. Transport Scotland is an agency of the Scottish Government and is accountable to Parliament and the public through Scottish Ministers. As authorised undertaker, Transport Scotland is responsible for delivering the Borders Railway project in partnership with local authorities and the rail industry. Transport Scotland are also responsible for the day-to-day running of the project, where strict procedures are in place to ensure all organisations are working within established processes, and are clearly accountable. The project team manage the technical, legal, financial, health and safety, environment, and communications aspects of the project. Transport Scotland also oversee management of all required land in conjunction with Scottish Borders Council.

Scottish Borders Council

Scottish Borders Council was the previous authorised undertaker of the project and is the lead authority in the Waverley Railway Partnership, which was responsible for securing the Waverley Railway (Scotland) Act 2006. The Partnership consists of the three councils whose areas the route runs through: Scottish Borders Council, Midlothian Council and the City of Edinburgh Council. As part of the Waverley Railway Partnership, Scottish Borders Council is a key stakeholder of the project and will partly fund the capped contribution of £30 million to the railway's construction.

Scottish Borders Council are also responsible for acquisition of land and construction of cycle paths and have statutory duties as consultees and as roads and planning authority. In addition the Council is obligated to assist, facilitate and support the delivery of the Project including assistance with community involvement and communication. They also provide assistance to Transport Scotland in obtaining access to, and over temporary land required for the railway. 

Midlothian 

As part of the Waverley Railway Partnership, Midlothian Council is a key stakeholder of the project and will partly fund the capped contribution of £30 million to the railway's construction. In addition the Council is obligated to assist, facilitate and support the delivery of the Project including assistance with community involvement and communication. Midlothian Council also provide assistance to Transport Scotland in obtaining access to and over temporary land and have statutory duties as consultees and as roads and planning authority.     

City of Edinburgh Council

As part of the Waverley Railway Partnership, the City of Edinburgh Council is a key stakeholder of the project and will partly fund the capped contribution of £30 million to the railway's construction. In addition the Council is obligated to assist, facilitate and support the delivery of the Project including assistance with community involvement and communication.
