New railway lines need to be approved by the Scottish Parliament. The Scottish Executive has given SPT funding to begin putting a Bill to Parliament. This public consultation is a key step in helping shape the proposals in the Bill and information on the outcome of the consultation must be submitted with the Bill.

The public consultation will last from Monday 1 November 2004 to Friday 12 February 2005. This is more than the usual 12 weeks to allow for the Christmas holidays.
The consultation responses will be analysed and further feasibility work will be carried out on the fine detail and cost of the proposals. A final report will then be compiled and submitted to the Scottish Executive and a Private Bill and accompanying documents will be drafted.
Private Bills have a different process to Public Bills.
