Highland Mainline Strengthening - Recounts have been undertaken. Action - JF will email TS the revised count results.
1.2) Progress on actions from Quarterly and actions arising from Quarterly Projects Review
Projects Review, Perth Stabling - Action - JM provided an update prepared by AMc and will email it to DA and PS. TS asked about the benefits of maintenance facilities at Perth and if they had been included in a business valuation. SR confirmed it had.
Franchise Quarterly, Winter weather, lessons learned - Action - JM understands that the lessons learned review report has been issued but will confirm.
Franchise Quarterly, Track Access, lessons learned - Working up a measurement of overall trend is a joint action for TS and FSR. MP is taking forward for SR.
1.3) Variations, Changes and Priced Options
Perth Stabling - Discussed under item 1.2.
1.4) Committed Obligations Delivery
Queen Street escalators - This is still on target for June.
Haymarket lifts - TS supplied feedback supporting SR's objection to the temporary station change affecting the car park.
1.5) Compliance
JM had provided TS with a revised format. Action - TS will reply to SR on whether sections 2 and 3 are still required.
2) COMMERCIAL AND PASSENGER ISSUES
2.1) Service Level Commitment Delivery
Track Access, ORR Consultation - SR has replied regarding access planning and is the process of drafting an access policy which is due by 20 April. Action - MP will send TS a copy of the policy when it is drafted. MP advised that on such issues in future, a First Group response will be made rather than a ScotRail one.
Track Access, Paisley - TS will provide SR with guidance on access rights for the number of trains. Action - DA will take this forward.
Track Access, Inverness - SR stated that the journey time may be an issue in that the longer journey time may be applied. Action - TS to review.
Sleeper Services - This is still with the ORR.
Part J, Forth Bridge disputes - This is still ongoing, however, SR believes there is enough time to resolve issues.
May 2010 - Neil Sutton within SR regularly updates TS. SR confirmed that the 0006 Glasgow to Edinburgh service will terminate at Haymarket.
East Coast timetable changes, May 2011 - SR has expressed its view to NWR that it is not prepared to accept the flexing to ScotRail services for the Cross Country services between Edinburgh-Glasgow Central. Action - JF will provide TS with a copy of its submission.
Airdrie-Bathgate - JM has provided IJ with a checklist of what is required for every new station.
Montrose re-signalling - Transport Scotland noted that ScotRail would seek to agree a solution with Freight Liner Heavy Haul - in respect of the time that has been added to the 0941 Glasgow Queen St to Aberdeen service. This is linked to Freight Liner Heavy Haul future plans for more services between Edinburgh and Aberdeen which have a proposed start date of either December 2010 or May 2011.
Action - ScotRail to update Transport Scotland when a firm target date is known.
The options to provide more services to Aberdeen with access to Platform 1 at Montrose, thus allowing step free access for passengers is linked to train planning and operating considerations. The present timetable can only accommodate access to Platform 1 by increasing some journey times. The Single line requirements from Usan also further complicates matters in gaining access to Platform 1 for Northbound services.
Access for All improvements [new footbridge & 2 lifts] are due to be completed in summer 2011 at Montrose and therefore TS do not require ScR to alter platform calling patterns as it may have a detrimental effect of increased journey times in the interim period.
Lease of 158s - Action - SR will confirm the final contract arrangements with Angel.
2.2) Customer Service and Standards
Customer Communications - Action - TS will confirm if IJ has provided SR with contact details.
2.3) Public Relations
NWR strikes begin next week. TS asked how SR is communicating this to passengers. Action - JM will send a reply to AM. JM advised that there could be confusion for passengers if SR issues an emergency timetable too early and then the strike is called off.
Post Meeting Note - Following a legal challenge by NWR, the strike has been called off.
Fare change date - TS has received briefing from SR and understands that there will be a communications plan in place to ensure concession card holders are aware of changes to local authority travel schemes.
SQUIRE Results - The next set of SQUIRE results are due to be published on the 23 April. Alan Wardlaw in TS is taking this forward.
3) PERFORMANCE
3.1) Train Service Delivery Performance - NWR results are seven percent better than expected.
3.2) Financial Performance - This is being discussed at the finance meeting.
4) HUMAN RESOURCES AND INDUSTRIAL ISSUES
Airdrie-Bathgate operations, RMT Dispute - SR received notification this morning (1 April) that another 4-day strike will take place, beginning midnight 12 April.
