1) STANDING ITEMS AND FRANCHISE PROGRESS
1.1) Approved agreed minutes of previous meetings - All Actions closed or elsewhere on agenda except:
- Wemyss Bay Station lease area - ScotRail has secured an agreement in principle to transfer ownership of an area of the car park from NWR to either CalMac or Caledonian Maritime Assets (CMAL). NWR need to formally agree transfer ownership and legal costs.
- Highland Mainline Strengthening - AP - JF provided TS with a hard copy of the final report which TS will review. JF to provide a copy by email.
1.2) Progress on actions arising from quarterly and actions arising from Quarterly projects review:
Project Reporting - IJ and AM discussed project reporting. AP - FSR will draft a proposal on reporting JM and HB reviewed progress with Quarterly actions.
1.3) Variations, Changes and Priced Options:
- Perth Station stabling and Light Maintenance shed project - The project is now focussed on providing additional stabling and a light maintenance shed.
1.4) Committed Obligations Deliver
- Haymarket lifts - Listed Building consent was received on 18th September. Form B approval is currently programmed for 4 January 2010. FSR has estimated 8 months for its construction process which it believes is robust but it is hoping this can be completed earlier.
- Queen Street escalators - The Feasibility Study and Pedestrian Flow Modelling are now complete. The feasibility study provides an option that opens up the concourse area, but the substructure of this area needs to be assessed to ensure that it will support the building works required.
- Aberdeen Waiting Room - FSR confirmed that this opened on Monday 12 October. AS will share photos with TS at next SIP meeting. HB advised that press release by Transport Minister has been issued.
1.5) Compliance - On-going monitoring in place.
2) COMMERCIAL & PASSENGER ISSUES
2.1) Service Level Commitment Delivery
- Track Access Agreement - Section 22a has been issued by ORR on journey time protection for ScotRail services. TS to provide a response to the consultation.
- Timetable Conference - HB passed suggested changes of minutes to JF at meeting.
- Lease of 158s - DA said that discussions had begun with Angel on possible lease extensions for the x8 units. DA said daily availability would also be an issue TS would like to see addressed as a result of any improvement package. AP - JM will discuss this with Sean Kehoe.
- December 2009 timetable - In terms of Portlethen and Stonehaven, Transport Scotland and ScotRail have agreed to include calls at Portlethen and Stonehaven in the 1835 Aberdeen-Glasgow service departing earlier at 1830 from December 2009. This is an interim solution. Regarding May 2010, work is in progress and FSR is not aware of any significant issues at this time.
- 2212 Glasgow to Carlisle service on Saturday - has been resolved and will be delivered in December.
- May 2010 timetable - Work is in progress and SR is not aware of any significant issues at this time. DA asked JF about progress on exploring options on Shotts line Sunday services - discussion only at this stage JF said options were being progressed which would be discussed with AM.
2.2) Customer Service and Standards
- ATVMs - Further discussion regarding ongoing issues with Ticket Vending Machines at some stations. AP - SR gave TS a copy of ScotRail's proposal to address issues and will email a copy to TS.
- Alternative Transport provision - An internal report has been written and an action is with JM to review it. FSR stated it is striving to embrace the national policy. FSR will seek approval from TS in advance of any policy change and confirmed no changes had taken place to date.
2.3) Public Relations - No issues raised
3) PERFORMANCE - No issues raised.
4) HUMAN RESOURCES & INDUSTRIAL RELATIONS ISSUES - No issues raised.
5) AOB
- Formal Compliance - The formal compliance check by TS is due to take place on 25 November. FSR asked TS to provide it with a list of the areas the formal compliance will look at sooner rather than later in order to seek out the relevant information and documentation. AP - DS to send FSR information of the areas TS will look at.
