1) STANDING ITEMS AND FRANCHISE PROGRESS

1.1) Approved agreed minutes of previous meeting - All actions closed or elsewhere on agenda.

1.2) Identify actions arising from Franchise Quarterly

Journey time measure - Action with ScotRail.
Action Point - ScotRail/ Transport Scotland

Airdrie to Bathgate units - Weather problems have impacted on fleet availability across services

Winter preparedness - DA asked that any update which may have been made since the previous report can be passed to Transport Scotland.

1.3) Variations, Changes and Priced Options

Station Investment Plan fund alternative spend - DA advised that alternative spend plans were discussed and finalised at yesterdays Station Investment Plan meeting. AS will send across formal notification on the changes agreed for various station projects, including the Haymarket taxi shelter.

1.4) Committed Obligations Delivery

Haymarket - AS said that a revised delivery plan for the lifts had been drawn up. DA advised of the interest in this project and the potential for publicity. Action Point - ScotRail/ Transport Scotland

Other works at the station including cycle storage facilities and automatic door openers will be installed by the end of January.

Queen Street - Tender returns are being evaluated by ScotRail.

Donald Smith is continuing to progress compliance work.

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

December 2010 timetable major issues resolved and work is progressing on the detail of the May 2011 timetable offer. Action Point - ScotRail

JF will advise of any emerging issues to the new Transport Scotland timetabling team under Allan Brown. Changes in responsibility and remit of Transport Scotland staff will be shared with ScotRail to allow better understanding of the new evolving roles. Action Point -Transport Scotland

East Coast Timetable Changes- ScotRail has received the May timetable offer. Possible strengthening of ScotRail [am] peak services from Dundee to Edinburgh is being assessed. Action Point - ScotRail

Xmas 2011 /New Year 2012 - ScotRail is developing proposals and will reply to Transport Scotland with options for future years. Action Point - ScotRail

Timetable Conference - Meeting has been postponed until January. Transport Scotland has responded to agenda items and dialogue will continue. Action Point - ScotRail/Transport Scotland

Aberdeen to Inverness - ScotRail is working through the proposal and RTP is aware. Action Point - ScotRail

Kessock Bridge works 2012 - ScotRail provided costs to bring in rolling stock subject to affordability considerations.

No issues raised.

3) PERFORMANCE

3.1) Train Service Delivery Performance

Rolling stock - DA asked for previous daily rolling stock availability figures which are normally sent as part of the two monthly fleet stewardship reports.
