1) STANDING ITEMS AND FRANCHISE PROGRESS

1.1) Approved agreed minutes of previous meeting - All actions closed or elsewhere on agenda except:

Approved.

1.2) Identify actions arising from Franchise Quarterly

Journey time monitoring - Further development of the system is needed however the principles and data sources were agreed as appropriate. To be monitored once it is more developed in terms of Key Performance Indicators (KPIs).

1.3) Variations, Changes and Priced Options

Public Register variations - More variations have been added to the Public Register.

1.4) Committed Obligations Delivery

Queen Street - The Form B detailed design is progressing well. Network Rail has provided a draft Asset Protection Agreement (APA) to take the project from Grip 5 to GRIP 8.

Haymarket lifts - NWR has now approved Form B and all engineering documents. Excavation of the lift pits is underway. The lifting schedule for the crane is currently under review. Agreement has been reached to use Distillery lane to site the crane. Consultation continues with the Edinburgh Tram project, who are utilising a section of the car park for their construction activities. A suitable location for the covered cycle storage shelter, which is part of the project, is currently being considered.

Transport Scotland noted ScotRail's progress with Queen Street and Haymarket stations and that it continues to seek to reduce the risk of delay.

1.5) Compliance

Papal visit - ScotRail provided Transport Scotland with proposed transport arrangements for the visit. IJ reminded ScotRail of the SQUIRE regime. JM will take forward internally with ScotRail's train planners.

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

Projects review - No new issues arising.

Highland Mainline summer strengthening - ScotRail is progressing with monitoring and reviewing.

December 2010 timetable offer - Neil Sutton provided an update to Transport Scotland last Friday and will continue to provide weekly updates.

East Coast TT Changes, May 2011 - JF will get back to Transport Scotland when proposals are drafted. Action Point - ScotRail.

Progress on Xmas 2010 and New Year 2011 proposals - Services from Glasgow to Drumgelloch on the Sunday 26th December is the only outstanding item and ScotRail is hopeful that a formal agreement can be reached for this year. IJ advised that it is important to undertake monitoring in order to build up an evidence base for future years.

Glasgow late train departure - ScotRail will undertake passenger counts on Cathcart circle.

2.2) Customer Service and Standards

3.1) Train Service Delivery Performance

No issues raised.

4) HUMAN RESOURCES AND INDUSTRIAL ISSUES

No issues raised.

5) AOB

DA highlighted that Transport Scotland had received complaints regarding capacity on services during the Edinburgh Festival. ScotRail advised that it can be difficult to gauge passenger numbers and how much strengthening of services is required but will investigate these incidents. Action Point - ScotRail.
