1) STANDING ITEMS AND FRANCHISE PROGRESS

1.1) Approved agreed minutes of previous meeting - All actions closed or elsewhere on agenda except:

Approved.

1.2) Progress on actions from Quarterly and actions arising from Quarterly Projects Review

Quarterly Projects, Shields depot - action to hold a ScotRail/Transport Scotland meeting in advance of a meeting between ScotRail and Siemens being held on 8 July. Action - ScotRail will provide dates for an update to Transport Scotland before that meeting.

1.3) Variations, Changes and Priced Options

Review of Priced Option - ScotRail to evaluate internally then submit to Transport Scotland. Action - JF will aim to send first report to Transport Scotland by (22 July 2010).

Priced Option - Glasgow late train departure: Cathcart Circle -ScotRail will look again at current overall service provision following South Electric timetable recast. Action - OHC to advise ScotRail on SLC compliance. ScotRail to take a view as to options.
Post meeting note: OHC advised ScotRail that there are no issues with SLC compliance.

Public Register variations - Action - PS will send JM more variations to be added to the Public Register for comment.

1.4) Committed Obligations Delivery

Haymarket lifts & Queen Street escalators - DA asked if he could receive feedback on the current position with approvals. Action - ScotRail will advise on progress on both projects.

No issues were discussed.

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

Firm rights across the Forth Bridge from Dec 2010 - Action - MP will advise of the updated position.
Post meeting note: NS has advised OHC that the issue is now resolved and that ScotRail will have Firm Contractual Rights for the EFA Timetable from the next Supplemental Agreement, as the highlighted DBS pathways have been removed from the agreement.

Lease of Northern c158s - ScotRail confirmed that the final paperwork has been completed and that it only requires signature.

East Coast TT Changes assessment, May 2011 - Letter from DfT on ECML revisions has been shared with ScotRail. Action - JF will report on issues following the updated letter from DfT 17 June.

National rollout of GSMR - Action - JF will ask Neil Sutton to contact DA regarding this and share ScotRail response.

May timetable conference feedback -ScotRail has undertaken to meet SWESTRANS again regarding the draft Stranraer line timetable.

Action - JF will send a copy of the issued minutes to HB.
Post meeting note: JM provided minutes to HB.

Xmas 2010 and New year 2011 proposals - ScotRail has put a proposal to Transport Scotland on festive services . Action - AM will check the internal process within Transport Scotland.

Papal visit - ScotRail is still waiting to receive information from the Church. ScotRail will also be looking at what it can provide for Edinburgh as there will be a motorcade visit in Edinburgh.
Action - HB asked ScotRail to send information to her in IJ's absence.

2.2) Customer Service and Standards

Priced Option 26, Additional customer service staff - AT provided an update on implementation which will be in two phases. Phase one will commence on 1 July with temporary staff in position, who will be given appropriate training on disability issues and manual handling. They will be highly visible on concourses with distinctive customer service vests.
Phase two will commence in September when permanent staff will take over. AT produced a proposed job description for the staff who will be referred to as Welcome Hosts. AT advised it intends for hosts to be aware of wider transport connections, such as bus timetables. Transport Scotland suggested adding assisting passengers using Smartcards and SMART terminals to the job description.

2.3) Public Relations

No issues were discussed.

3) PERFORMANCE

3.1) Train Service Delivery Performance - No issues were discussed.

4) HUMAN RESOURCES AND INDUSTRIAL ISSUES

Airdrie-Bathgate operations, RMT Dispute - no further update, no new strike dates announced to-date.
