1.  STANDING ITEMS AND FRANCHISE PROGRESS

1.1 Approved agreed minutes of previous meeting

       All actions closed or elsewhere on agenda.

1.2 Progress on actions from Quarterly Franchise and actions arising from Quarterly Projects Review

Franchise Quarterly

• Outstanding actions:
Measurement of overall trend in journey times
ScR asked if the analysis is to be carried out by route.  HB advised it would be for ScR to consider and propose the way forward. 
Action: MP to progress.

1.3 Variations, Changes and Priced Options

• Priced Option 15: Improving links between rail services and Edinburgh Royal Infirmary
HB has issued a draft call off letter to ScR for comment. 
Action: ScR to feed back any comments they may have.

• Discussion on viability of call off/ implementation date for Priced Option 26:
Additional customer service staff at major stations
JD advised that this can be introduced at the end of June using temporary staff recruited from an agency.  This would be an interim measure over the summer to assist passengers and tourists. ScR will undertake recruitment for permanent staff and once training is completed the staff should be in place by September. 
Action: ScR to provide feed back.

• Review of Priced Option effectiveness
DA explained that a number of new services had been introduced (EFA, Kilmarnock, Shotts etc) over the last couple of years and an  overall review by ScR .on how the services are performing would be useful.  JF noted that a mechanism for measuring the services needs to be agreed.
Action: ScR to consider the way forward and engage with TS.

HB noted that ScR has prepared a paper on the Glasgow to Kilmarnock route which details the passenger demand following the introduction of the enhanced service.  DA added that a similar report on the new Shotts services would be helpful.

• Progress with variations for the Public Register
JMcL noted that he has gone through the first tranche of variations and will get back to TS.  HB noted that the second tranche will follow.
Action: JMcL to confirm he is happy with the first tranche of variations and PS to provide second tranche.

1.4 Committed Obligations Delivery

• Haymarket Lifts
AMcN advised that the contract has been awarded with installation still planned for 12 December.  A “hybrid” version of the Basic Asset Protection Agreement (BAPA) has been provided to  ScR, after NwR advised that they now require a different BAPA to be signed.
Action: ScR to review new BAPA and advise on progress with NWR 

• Queen Street escalators
ScR signed a third party BAPA but NwR again has asked that another BAPA is required.  The project goes before NwR’s Investment Panel in early June for approval.

ScR has reviewed Form B feedback and this will be incorporated into the next stage of the design. 

1.5 Compliance

• Revised format of 4 weekly Franchise Performance report
Noted the report has been revised as agreed.

2. COMMERCIAL AND PASSENGER ISSUES

2.1 Service Level Commitment Delivery

• Track Access Agreement
OHC noted journey time has been agreed for Glasgow/ Inverness and asked whether NwR has submitted to ORR.
Action: MP to follow up.

• Sleeper services
MP noted ORR’s determination is in ScR’s favour.  A Network Change should have been issued by NwR consulting on the diversion of services on the east coast.  ScR has asked NwR for improved access rights (ie journey time, arrival time) on the east coast.

• Services across the Forth Bridge
ScR currently have contingent rights across the Forth Bridge, however would require firm rights for the December 2010 timetable.

• Lease of Northern C158s
MP reported that the lease, to begin on 30 June has been sent to TS and ScR requires confirmation that it can be signed with Angel Trains. 
Action: TS to review the lease and get back to ScR as soon as possible.

• Assessment of East Coast timetable changes
JF reported that the detail is awaited from NwR.  ScR is pulling together as much information as possible which will advise of the consequences of changes on ScR services.  
Action: JF to draft paper and discuss with DA/AM in early June.

• Progress on Xmas/New Year services 2010/2011 and the longer term
JF advised that the proposal for this year lie with ScR’s short term team and his own team would be looking at the longer term proposal.  ScR is due to issue its proposal for this year to TS for consideration. 
Action: ScR’s proposal to TS is awaited.

• National rollout of GSMR – NwR consultation
Network Change has been issued and responses due mid June. 
Action: ScR to share its response with TS.

• May timetable conference
Meeting with RTP stakeholders on 27 May. 

• Papal visit to Scotland
ScR has met with the authority and is working up a proposal and will share with TS. 
Action: ScR to provide proposal to TS.

2.2. Customer Service and Standards

• SQUIRE systems interface
MP noted that TS/ ScR SQUIRE system does not integrate.  AW reported that he has spoken to Real Time and they are working on a programme which allows Schedule 7 and 21 to be rolled out and implemented into ScR’s system.  Real Time is currently working on a TS roll out by the end of this quarter.  Testing will be carried out over the next few weeks.
Action: AW to establish from Real Time its programme for resolving ScR’s issues.

2.3. Public Relations

No issues were discussed.

3. PERFORMANCE

3.1 Train Service Delivery Performance
No issues were discussed.

4. HUMAN RESOURCES AND INDUSTRIAL ISSUES

4.1 HR Issues/ Progress

• Airdrie-Bathgate operations
No further strikes announced.

5. Any Other Business

• HSBC lease/ toilet modifications
This has been assigned/ novated to a European Ltd company and will have an impact on the C320 modifications to 90 mph and toilets.  DfT are involved in this process.
Action: IJ/ MP to speak further on this.

MP noted that laminated glazing would be fitted to trains as agreed at First Group level.  The C320 Wabtec contract for toilet has still to be signed.

• Investigation by ORR into Integrated Train Planning System (ITPS)
introduction

MP reported that ORR are investigating issues raised by operators regarding the introduction of ITPS.  ORR has written to selected operators, including ScR, asking if similar issues are being experienced.  ScR has provided a response to ORR.

• Driver training for Airdrie to Bathgate
JF noted that due to driver training there will be some minor re-timings required to the E&G services in the first week of October. 
Action: JF will provide details to TS in due course.

• FOI requests
It was agreed that FOI requests will be shared with JMcL where this is relevant.  Data Protection Act will be adhered to.
