1) STANDING ITEMS AND FRANCHISE PROGRESS

Approve agreed minutes of previous meeting - Outstanding

Rolling Stock - Transport Scotland received rolling stock availability figures it had requested. Transport Scotland will monitor that it receives this information on an ongoing basis.

Progress on actions arising from Franchise Quarterly

Kenny McPhail will conduct an analysis on trends of the potential use of rail given the impact of fuel cost increases. Action Point - ScotRail

ScotRail and Network Rail will undertake a joint report regarding weather resilience recommendations.

ScotRail is undertaking a National Passenger Survey analysis on rural routes and will share with Transport Scotland once complete. Action Point - ScotRail

ScotRail will advise Transport Scotland who will replace Mary Grant on the ScotRail Board. Action Point - ScotRail

Variations, Changes and Priced Options

Stage 3A Engines - Sean Kehoe provided DA with an update. Further options are being looked at to dispose of the engines and their components.

1.4) Committed Obligations Delivery

Haymarket lifts - The lifts are now operational and the cycle shelter structure is in place. Automatic doors have been ordered and should be installed the week commencing 14 February.

Queen Street - ScotRail had split the works at Queen Street into separate projects and awarded separate contracts. The programme of works for the travel centre and toilets remain on target. The design works of the other project, the escalators, has been completed. Action Point - AS

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

Due to diary issues, a separate meeting is being held on 4 February 2011 between Transport Scotland and ScotRail to discuss timetabling.

Strategic Timetabling - HB has agreed with Jerry Farquharson that Edinburgh-Glasgow Improvements Project can be added to Strategic Timetabling up to GRIP 4. This will require a straight forward variation.
