1) STANDING ITEMS AND FRANCHISE PROGRESS

Approve agreed minutes of previous meeting – All actions closed or elsewhere on the agenda

1.2) Progress on actions arising from Franchise Quarterly

1.3) Variations, Changes and Priced Options

3A Engine options – John McLachlan will ask Sean Kehoe for this information.

1.4) Committed Obligations Delivery

Queen Street escalators – Transport Scotland confirmed it is content that this is taken to GRIP 4 level.

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

SLC progress with changes – Transport Scotland advised that changes are progressing well to reflect the December 2010 timetable and the target date for completion is by May 2011. HB believes that the Argyle Line derogation is still outstanding. Action Point – HB/ScotRail

ECML/WCML timetable changes consequences – ScotRail is working its way through options and will confirm to Transport Scotland at the Transport Management Development Group meeting on 08 March 2011. Action Point - ScotRail

Xmas 2011 and New Year 2012 service development –JF will meet with Transport Scotland to move this forward. In terms of access rights, ScotRail has followed up with Network Rail and will arrange a meeting with Network Rail to progress. Action Point - JF

Aberdeen to Inverness RTP sponsored additional service – ScotRail is progressing and is formulating timetables. JF will keep Transport Scotland updated.

SAPT meeting with Jim Mather – A meeting is scheduled for 15 March 2011. Prior to the previous meeting a proposal was put forward for a Glasgow/Oban service but it was not cost neutral. It was noted that the current position is that there is not a cost neutral solution, however, this will be kept under review. Rolling stock is one of the main constraints. Action Point – ScotRail

East Kilbride – Journey time increases have been proposed for the route by Network Rail and Transport Scotland has advised ScotRail of its views. JF will gather together the information he has on this and arrange a discussion with HB. Action Point – JF

Airdrie- Bathgate Short Formation – A request has been sent to Transport Scotland for the period when c380s are being introduced into service. This will allow the cascade of c334 for Airdrie to Bathgate services. Further information on the request will be provided by ScotRail. Transport Scotland will respond to the request.

2.2) Customer Service and Standards

PS to add ScotRail customer contact centre onto the agenda for the next meeting. ScotRail will keep Transport Scotland updated on managing the backlog of correspondence it has received. Action Point – PS and ScotRail
