1) STANDING ITEMS AND FRANCHISE PROGRESS

Approve agreed minutes of previous meeting - All actions closed or elsewhere on the agenda

1.2) Progress on actions arising from Franchise Quarterly

Analysis of impact of fuel cost - Kenny McPhail hopes to have this complete by the next Franchise Quarterly meeting which is due to take place in May.

NPS rural routes - The information Transport Scotland is waiting for remains outstanding. JM will follow up. Action Point - JM

1.3) Variations, Changes and Priced Options

3A Engine options -Sean Kehoe is currently in discussions with a potential buyer for the engines. Action Point - ScotRail

1.4) Committed Obligations Delivery

Queen Street-The travel centre upgrade is on target and is due to be complete around the end of June. The scheme includes a new DDA complaint toilet.

1.5) Compliance

The Highland Mainline has been concluded. The Olympics Services Delivery Plan and the Olympic Amendment Agreement have also been concluded.

Key contracts - JM will take forward internally how station leases are recorded as key contracts in the contracts database Action Point - JM

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

SLC progress with changes - The Argyle Line derogation has previously been drafted and provided to ScotRail for comment, Not yet been signed, awaiting ScotRail's comment Action Point -ScotRail/ Transport Scotland
Post meeting note: Letter signed by HB and sent to ScotRail

East Coast Mainline/West Coast Main Line timetable changes consequences - Transport Scotland has been in discussions with JF. Evaluation of a potential additional Dunbar service is being finalised by ScotRail. Action Point - ScotRail

Christmas 2011 and New Year 2012 service development - ScotRail and Transport Scotland discussed this and access costs is likely to be a significant consideration. ScotRail offered a formal presentation outlining options and constraints. Action Point - ScotRail

East Kilbride - JF will share the information he has with Transport Scotland and will also inform Transport Scotland of the timescales. Action Point - JF

Airdrie-Bathgate short formations - The current derogation will be reconsidered next week. Action Point - DA and ScotRail

Stranraer - SR attended a meeting on 23 March 2011. Consultation is ongoing and comments should be returned by 6 April 2011.

2.2) Customer Service and Standards

Customer Contact Centre - The Contact Centre's aim is to deal with new correspondence within seven days as per ScotRail's Passenger Charter and it hopes to deal with the backlog of correspondence it has by 1 April 2011. ScotRail outlined the action it is taking forward to improve communication during disruption.
