1) STANDING ITEMS AND FRANCHISE PROGRESS

1.1) Approved agreed minutes of previous meeting - All actions closed or elsewhere on agenda except:

Highland Mainline Strengthening - Action - SR will recount 3 services and will forward TS the results when they are collated.

Effective communications methods for timetable change - SR advised there is no change at present.

1.2) Progress on actions from Quarterly and actions arising from Quarterly Projects Review

Discuss at next meeting.

1.3) Variations, Changes and Priced Options

Perth Stabling - SR is working with NWR on cost and delivery timescales for revised stabling facilities. Interim operational proposals are being worked up by SR.

1.4) Committed Obligations Delivery

Haymarket Lifts - TS will issue a press release regarding the installation of new lifts in the near future.

1.5) Compliance

On-going monitoring - JM has produced a draft format for the reporting of priced options, variations within the Franchise Performance 4-weekly Report. The proposed format works on a traffic light system. SR provided TS with hard copies.

2) COMMERCIAL AND PASSENGER ISSUES

2.1) Service Level Commitment Delivery

Track Access Agreement:

  • ORR determination - Details of this will be included in the Quarterly Report which will state the SR's position. OHC will liaise directly with Mike Price.
  • Capacity Reservation: Airdrie to Bathgate/Paisley Corridor - SR has forwarded information to TS.

May 2010 Timetable - TS stated that it is no longer receiving weekly progress updates. JF advised that this was because it was waiting for the refreshed Timetable Offer from NWR.
Post Meeting Note: SR is hoping to receive the Timetable Offer from NWR this weekend and once it has identified the remaining issues it will issue its normal weekly update to TS.

Montrose Signalling - The Montrose signalling work was implemented on 1 February 2010. SR will state this in its weekly update.

Dunbar - Action - JF will confirm that is on course for delivery in May.

Dunbar Feasibility study - SR is expecting to receive tenders in February.

East Coast Timetable changes - SR provided TS with a draft of SR response. Action - IJ will confirm that this is the type of format TS requires.

December 2010, Airdrie-Bathgate - SR will put together a commentary of consequentials impacting on other services. Action JF

Stranraer - TS thanked SR for the work it has undertaken. This will now be picked up at the timetable meeting.

2.2) Customer Service and Standards

No issues raised.

No issues raised

4) HUMAN RESOURCES AND INDUSTRIAL ISSUES

Airdrie-Bathgate operations, RMT Dispute - The ballot ends on 9 February 2010 and the earliest date for strike action would be 16 February 2010.

To meet Franchise obligations to mitigate the impact of industrial action SR is undertaking a programme of training for managers in the role of a Conductor during Industrial Action to enable services to be provided for the benefit of customers.
