Scottish Transport Applications and Research (STAR) Conference, 6th annual conference

The 6th annual Scottish Transport Applications and Research (STAR) Conference will be held on Wednesday, 24 March 2010 at the Glasgow Royal Concert Hall, following on from the success of last year’s Conference which attracted a record number of delegates.

Its purpose is to “disseminate current transport research and practice that is relevant and applicable to the transport agenda within Scotland and it is aimed at all transport practitioners; including planners, engineers and researchers from both the public and private sectors.

Plenary sessions include the Ministerial Opening Address and presentations covering a range of subjects including: mitigation of transport's climate change impact; High Speed Rail; and accidents on rural roads.
 
The Key Note Presentation: "Transport in Difficult Times - Coping with the External Environment" will be presented by Jeremy Peat, Director, the David Hume Institute, and Trustee for Scotland on the BBC Trust. Delegates will also be able to choose from a further 30 papers presented under five parallel themed sessions. This is a high quality and relevant local Conference with fees competitively set reflecting the “not for profit” aim. Meeting of the STAG Steering Group and Business as Usual Updates

The STAG Steering Group met on 13 November to discuss ongoing developments and ensure the appraisal guidance remains best practice. The meeting was attended by representatives from Transport Scotland, the wider Scottish Government and by regional stakeholders. A number of issues were discussed and a series of Business As Usual updates agreed in the following areas:

• Updated guidance on the treatment of uncertainty in model forecasting, including formal guidance on the preparation and definition of the do-minimum and reference case;
• New guidance providing a methodology for capturing the embodied carbon emissions associated with construction of transport infrastructure;
• New guidance on the measurement and valuation of journey time reliability;
• New guidance on scheduling costs, particularly relevant in the context of appraising changes to ferry services; and
• Revised guidance on the treatment of Wider Economic Benefits - WB3, increased output in imperfectly competitive markets - for rural transport appraisals.

The Scottish Transport Applications and Research (STAR) Conference has become established as a key transport event in Scotland. The sixth annual Scottish Transport Applications and Research (STAR) Conference will be held on Wednesday, 24 March 2010 at the Glasgow Royal Concert Hall, following on from the success of last year’s Conference which attracted a record number of delegates.

Its purpose is to “disseminate current transport research and practice that is relevant and applicable to the transport agenda within Scotland” and it is aimed at all transport practitioners; including planners, engineers and researchers from both the public and private sectors.
 
A Call for Papers has been published and the deadline for the receipt of Abstracts is Friday, 20 November 2009.

Meeting of the STAG Steering Group and Business as Usual Updates

The STAG Steering Group met on the 5 March 2009 to discuss the ongoing development of the guidance. The meeting was well attended, with representatives from across the Scottish Government and from regional stakeholders. The Steering Group agreed a series of Business as Usual updates to the following areas:

  • Introduction of walking and cycling guidance;
  • Updates to fuel price forecasts;
  • New guidance on the calculation of indirect taxation impacts for rail schemes; and
  • Updating the Technical Database to reflect the launch of the new LATIS service.

The 5th annual Scottish Transport Applications and Research (STAR) Conference will be held on Friday,  1 May 2009 at the Glasgow Royal Concert Hall, following on from the success of last year’s Conference which attracted a record number of delegates.  

Its purpose is to “disseminate current transport research and practice that is relevant and applicable to the transport agenda within Scotland” and it is aimed at all transport practitioners; including planners, engineers and researchers from both the public and private sectors.

The Key Note Presentation: "Changing Perspectives - Challenges for Research and Practice" will be presented by Peter Jones, Professor of Transport and Sustainable Development, in the Centre for Transport Studies at University College London (UCL).  Delegates will also be able to choose from a further 25 papers presented under five parallel themed sessions.  This is a high quality and relevant local Conference with fees competitively set reflecting the “not for profit” aim.  The Conference programme and registration form can be accessed via: STAR Conference 2009.

The STAG Steering Group met on the 18th November 2008 to discuss the ongoing development of the guidance. The meeting was well attended, with representatives from across the Scottish Government and from regional stakeholders. The Steering Group agreed a series of Business as Usual updates to the following areas:

  • Reporting of agglomeration benefits;
  • Calculating road network effects for rail schemes; and
  • Calculation of agglomeration benefits using the General Version of the APARC spreadsheet.

Free STAG Awareness Seminars: 2008 - 2009

Transport Scotland is offering free STAG Awareness Seminars to all interested practitioners – from local authorities and Regional Transport Partnerships, to consultants and developers.  Sessions take place in your office and are offered at a level suitable to your needs, from an introduction (Level 1) to the concepts and principles of STAG (Level 2), to advanced application of the guidance (Level 3). TMfS is a multi-modal strategic Transport and Land Use modelling suite which contains an extensive database of land-use, road, public transport and travel pattern information. It has been used extensively on a number of major Scottish scheme and policy applications, both for Transport Scotland / Scottish Government and a number of Local Authorities and Regional Transport Partnerships.

TMfS may be of considerable use to Local Authorities and Regional Transport Partnerships and, consequently, we are keen to encourage the use of the model in local and regional policy formulation. Furthermore, we are promoting the model as a means to predict strategic growth within more local transport modelling, to ensure a degree of consistency in the modelling approaches and data used throughout Scotland. To this end, we hope to ensure that both transport and planning representatives are present at this key meeting.

This fifth user group sees the launch of TMfS:07 - the latest model upgrade. In particular, the meeting will inform current and potential users of the models development, increased capability and potential uses.

Announcement of Business as Usual Updates to the STAG Technical Database

Transport Model For Scotland - Annual Report 2007

Transport Scotland are committed to maintaining and updating the Transport Model for Scotland.  As part of this process, we intend to publish an annual report of the work that has been undertaken in the previous year.

The first annual report covering the period September 2006 to September 2007 is now available on the Transport Model for Scotland website.

STAG Refresh Issues Report

Transport Scotland are currently undertaking a refresh of STAG with a view to making the guidance easier to use and better fit for purpose.
 
As part of the refresh exercise internal and external consultation has been undertaken with key stakeholders together with a literature review of key sources and the development of key themes to be investigated/addressed.  The outputs from these key activities are captured in the STAG Refresh Issues Report which is now available. 

Any comments which you may have on STAG should be directed to scot-tag@scotland.gsi.gov.uk.  Future updates on the STAG Refresh will be posted on the Scot-TAG website in due course.

STAG Workshop presentation

Transport Scotland are currently undertaking a refresh of STAG with a view to making the guidance easier to use and better fit for purpose. 

As part of the refresh exercise consultation workshops were held in November 2006 to provide the opportunity to gather views from stakeholders on STAG.  A copy of the presentation (PDF, 0.3 Mb) delivered at the workshops is now available.

Relocation of Scot-TAG website

Online Scottish Transport Analysis Guide, Scot-TAG, has been relocated onto the Transport Scotland website, although you will still find the site at the web address http://www.scot-tag.org.uk/.

As with the original Scot-TAG site we will keep the new site up to date and you will find details of changes to the guidance on the Update page. 

For those of you who have already registered your contact details with Scot-TAG, so that we can notify you when we have updated the guidance, we have put your contact details into the e-mail subscription service for the Transport Scotland website http://register.transportscotland.gov.uk/.  This means that you will receive e-mail alerts of changes to Scot-TAG.

If you want to check that the contact details we hold for you are correct, or if you would prefer to unsubscribe, click on the link 'Resend Password' and you will receive an e-mail with your Log In password.  You can use this password to login to the system and amend your details, or to unsubscribe uncheck the Scot-TAG newsletter option.

The subscription facility also allows you to receive e-mail alerts on wider Transport Scotland matters which are issued from time to time.  Check the option Transport Scotland News if you want to receive these updates.

STAG refresh consultation workshops

While the concept behind STAG remains sound, experience suggests there are issues surrounding its use and that a refresh of the guidance associated with STAG in its current form would be of benefit with a view to making it easier to use and better fit for purpose.  On this basis, Transport Scotland is undertaking a refresh of STAG. 

Workshops have been organised to gather information and views from users to inform the refresh of STAG, with the final version of the refreshed guidance to be published during the course of Summer 2007.  Each workshop shall adopt the same format and a provisional agenda is provided below:
