Blue Badge Scheme

The Blue Badge scheme provides parking concessions for people with severely restricted mobility who have difficulty using public transport.

Local authorities are responsible for administering the scheme and issuing Blue Badges to eligible applicants. Transport Scotland is responsible for the legislation which sets out the framework for the scheme and provides support to local authorities to help them deliver the scheme.

Local authority information

Transport Scotland provides guidance to local authority staff on administering the Blue Badge scheme.
The Code of Practice outlines responsibilities for administering the scheme. It contains checklists and information on processing applications, assessing eligibility and handling misuse.

Local authority staff can also share experiences, pose questions and seek guidance on the administration of the Blue Badge scheme from other local authorities at the Local Government Association's Knowledge Hub.
