Transport Scotland will be required to adhere to and enforce a Code of Construction Practice to limit disturbance from construction activities.
Some of the key requirements for communities are:
Community Liaison & Complaints Procedure: A community liaison team will work with local communities and staff an efficient enquiries and complaints service. Additionally, regular Community Liaison meetings will take place with local Community Councils, Transport Scotland and the Contractor.
Working Hours: The normal core working hours for road construction on the project between 8am and 7pm, with a 30 minute start up time. The first and last half hour is for the arrival / exit of construction personnel. Certain works may be permitted outside these hours where there is strong reason to do so and with permission of the Local Authority. This is likely to be required for marine works on the bridge foundations and towers. Marine construction may, however, require 24 hour working where necessary.
Noise: The contractor will work within specified noise limits. Higher noise limits are only permitted if agreed with the relevant authorities. Noise will be reduced as far as practicable by using noise screens, mufflers and quieter machinery. Residential properties and other facilities such as schools, hospitals and clinics will be given special consideration.
Construction Compound: The construction compound will be kept secure and tidy at all times. Construction vehicles and site access will be cleaned as necessary to limit the spread of dust and dirt. The site will include a car park for personnel who will not be allowed to park on local roads.
Traffic Management: A traffic management plan will help control the flow of general traffic, construction traffic and access for pedestrians, equestrians and cyclists during the works, limiting as far as possible disruption and delays. The Intelligent Transport Systems (ITS) may be used at an early stage to minimise disruption.
Additionally, the contractor will be encouraged to develop a sustainable traffic plan.
Haul routes through the works will be used to reduce the use of public roads during construction. Permitted and prohibited access routes for construction traffic will be identified and monitored.
A marine traffic management plan will ensure that the works do not affect navigation channels.
