As the trunk road authority, Scottish Ministers through Transport Scotland regulate and control traffic on the trunk road and motorway network. This is carried out by promoting a traffic regulation order. Traffic Regulation Orders promoted for the trunk road and motorway network are legal documents and promoted as local Scottish Statutory Instruments.
Traffic Regulation Orders are promoted under the Road Traffic Regulation Act 1984.
Traffic Regulation Orders impose traffic restrictions such as road closures, introduction or varying of speed limits, prohibition of turns (such as right turns and u-turns), and introduction of waiting or loading restrictions.
