The Office of Rail Regulation (ORR) is the independent safety and economic regulator of Britain’s railways. The Railways Act 2005 enables Scottish Ministers to provide guidance to ORR on how they carry out their duties in Scotland.

On 29 September 2009 the Minister for Transport, Infrastructure and Climate Change, Stewart Stevenson MSP issued revised guidance replacing that of the 27 March 2007.  

David Middleton, the Chief Executive of Transport Scotland, wrote to the ORR on 14 October 2009 supplementing the revised Ministerial Guidance.  His letter set out the arrangements for engagement between  Transport Scotland and ORR and how that will support the delivery of Scottish Ministers' priorities for the rail network.
