The Department for Environment, Food and Rural Affairs (Defra) issued a public consultation on 12 September 2011, with input from the Scottish Government in relation to Scottish aspects, providing detail and seeking views on certain aspects of the proposed Transfer Order which would transfer BW in England and Wales into a New Waterways Charity (NWC). This consultation ended on 24 October 2011.
